If you are not a US citizen or legal resident,
a special procedure can be used.
You must provide the names of two U.S. citizens
who know you personally and who have no personal
interest in your notarial transaction. These two witnesses
must swear to your identity by signing a document
called a credible witness affidavit, and they must
pass ID verification and meet all of the personal
and technological requirements to use the platform.
